Development Policy Foundation supports democratic transformation and sustainable development in fragile, remote, and post-conflict areas by sharing Poland’s modernization experience in practical, participatory ways. We work with small and non-metropolitan authorities, civil society, and NGOs to co-create durable solutions - ranging from public consultations and community-led urban improvements to social entrepreneurship and inclusive local development. Our mission is to help communities build resilience, strengthen governance, and improve quality of life through tangible, people-centered actions.
We implement targeted projects in conflict-affected, marginalized, and transitioning regions, fostering collaboration across public institutions, civil society, and local business. Our work advances environmental sustainability, community empowerment, transparent decision-making, and cross-border cooperation. Through research, capacity building, training, and international partnerships, the Foundation delivers innovative, scalable solutions that support peaceful, thriving, and future-ready communities.

Fruits of Budjak: Farm-to-Table — a partnership between a Polish municipality (Gmina Ryńsk) and the municipality of Cimișlia in Moldova. The project transfers Polish and EU best practices to strengthen local food chains, agro-processing and market-oriented agriculture in Cimișlia, aiming to enhance resilience of agricultural activities against market crises (like logistical bottlenecks, trade shocks, droughts, floods) through diversification and added value.
Portile Raiului: Revitalizing Tourism Infrastructure to Strengthen Social Cohesion in Caplani — implemented with a Polish municipality (Wasilków) and the community of Caplani in Moldova, this two-year project modernizes the “Portile Raiului” tourist centre (a natural pools site), improving infrastructure to boost tourism potential, local social cohesion, and community well-being.
Guria’s Fruits: Empowering Local Farmers in Chokhatauri — carried out in 2023–2024 in the Guria region of Georgia (municipality of Chokhatauri), this project supports local agriculture and entrepreneurship. It established a “Fruits Incubator” facility (for fruit processing: pressing, pasteurizing, packaging) with a “farm-to-fork” model, enabling small-scale producers to process and sell fruit products — thus increasing income, enabling traceability (e.g. via branded labels), and reducing reliance on middlemen.
